[Bug] Incorrect PR behavior: Repeatedly Using `gh pr create` Instead of just giving me the PR link

Bug Description
I told claude to push to run git add . then run git commit with the commit message markdown file - both of those were successful. But I also said to then "push to the PR and then give me the PR link so that I can add the PR description myself". But instead it keeps trying to use gh pr create - stop this please......
