[Feature Request] Giving plan mode access to URLs

It seems like Plan Mode does not currently look at URLs given in the initial prompt, and _only_ looks at the code inside a repo instead.

This is sub-optimal. For example, a planning task might involve looking at a pattern described in a public blog post – and then implementing it.
