Bug Description
Title: Fable 5 blocked in Claude Code with "usage credits" prompt despite Team Premium seat with Fable included in plan limits Description: Claude Code incorrectly gates Fable 5 behind usage credits for my account, even though my seat includes Fable 5 within plan limits (verified in claude.ai). Environment: Claude Code v2.1.215 (macOS) Login method: Claude Team account Organization: Grupa Pracuj S.A. (Team plan, Premium seat) Same account used on claude.ai web and in CLI (verified via /status — same email) Steps to reproduce: Run claude and log in with a Team Premium seat account Run /model and select Fable 5 Expected behavior: Fable 5 should be selectable and draw from the weekly Fable allowance included in the Team Premium seat (up to 50% of weekly limits, per the July 20 policy). Actual behavior: The model picker shows: "Switch to Fable 5? Fable 5 runs on usage credits, purchased separately from your plan. You don't have usage credits yet. 1. Request usage credits from your admin / 2. No, keep my current model" This is the flow intended for Standard seats, not Premium. Evidence the seat is Premium with Fable included: claude.ai → Settings → Usage on the same account shows a dedicated weekly "Fable" meter (currently 8% used, resets Monday 9:00 AM) alongside the "All models" meter — this meter only exists when Fable 5 is included in plan limits. I am actively using Fable 5 in the Claude web app on this same account right now without any credits prompt. Troubleshooting already attempted (no effect): /logout + /login /logout → claude update → full terminal restart → re-login Notes: The issue appeared on July 20, 2026 — the day Fable 5 access rules changed (included in Max/Team Premium at 50% of limits). This looks like an entitlement propagation/caching issue on the Claude Code side following that policy change: the web surface reflects the new Premium entitlement correctly, while the CLI still treats the account as credits-only.
