[Bug] Claude Code ignores system rules and provides unsolicited explanations

Bug Description
Rules simply are not followed. They are suggestions at best. Even when asking to identify conflicts, which is not an ask to edit, the rules were edited anyway. There is too much text on explanations that were unsolicited and it makes working with claude code unpleasant. something has changed recently, and frankly GitHub copilot does a much better job
