[Feature Request] Persistent auto-merge configuration across Claude Code updates

Bug Description
auto merging worked for a few weeks, than a new version of claude code restricted it - new setting ok, auto merge PRs worked again, then a new version of claude code again requires to yet again be more precise with allowing to merge. And this repeats with almost every new version ... I appreciate the security aspect, I do not appreciate to have to repeat myself over and over again ;-)
