[BUG] Claude desktop didn't reset quota for each 5 hrs even do nothing around 2 days.

What's Wrong?

Session quota did not reset properly every 5 hrs after last use. It hold for 2 days with out reset. It is non sense to do like that.

What Should Happen?

If user do nothing for long time, session should reset automatically from last use. Should add timer.

Steps to Reproduce

1. Use Claude desktop app, then note last use progress.
2. Close desktop and do nothing 1 day
3. Open Claude again, then see quota again. It should reset to zero
