[BUG] Rate Limit Reset Failure: Incorrect Quota Restoration Time

What's Wrong?

This issue is happening even in https://claude.ai/ and not limited to Claude Code.

There is no specific date for Quota Restoration and I'm getting same message very day:

1) Quota Restoration Time must be concistent with reality.
2) An specific date must be shown for Quota Retoration.
