[BUG] Claude-in-Chrome via MCP: per-domain access blocked, not synced with side-panel "approved sites"

What's Wrong?

Environment: Claude Code (MCP) + Claude-in-Chrome extension (id fcoeoabgfenejglbffodgkkbkcdhcgfn), macOS

Problem: MCP browser tools (mcp__claude-in-chrome__navigate / javascript_tool / get_page_text) return "Navigation to this domain is not allowed" and "Permission denied ... on this domain" for a new domain (drug.dev.pharmallplus.com), while a previously-used domain (dev.dodopharmmall.com) works fine — so there is a per-domain allowlist.

Key issue: The extension side-panel's "approved sites" list is NOT synced with the MCP allowlist. Steps tried, all ineffective for MCP:

chrome://extensions → Site access = "On all sites"
Full Chrome restart + Claude Code restart
Approving the domain via side-panel "플랜 승인" prompt — the domain does appear in Settings → Permissions → approved sites afterward, but MCP still blocks it
Moving the already-open tab into the MCP tab group — read/JS still Permission denied
No permission prompt renders on the MCP side when acting on a new domain (silent block). There appears to be no user-facing way to add a domain to the MCP allowlist.

Expected: Either the MCP path should render the same approval prompt, or it should honor the side-panel "approved sites" list.
