[Bug] Credits depleted without proper usage accounting or billing when exceeding monthly max limit

Bug Description
credits erased from account after weekly usage exceeded using fable but without accounting / billing the credit
both violating monthly max usage setting in max account and without actually billing the credits > 100$ credit erased unused
