[Feature Request] Add exemption mechanism for legitimate cybersecurity work to prevent over-blocking of defensive security use cases

Bug Description
there has to be a way for anthropic to tell if fable cybersecurity work is going to beefing up / red teaming a legitimate internal company's stack. getting blocked on literally every cycbersecurity prompt is useless and i can't think of a worse way to initially roll this out from a product perspective. cybersecurity is dangerous, but it's also the most important in terms of defense. the model shouldnt have been re-released at all if the use case that arguably delivers the most value for claude users is gonna get rejected. i'm happy to talk to someone on the product team as someone who has 13+ years in product experience. frank@marginfront.com
