[Feature Request] Override or disable safety policy blocks for open-source bioinformatics software refactoring

Bug Description
I am attempting to use Fable 5 to help me redesign the inference engine of this codebase (https://github.com/COMBINE-lab/piscem-infer/tree/multi-sample), but it refuses to engage with me
in any way. It flags my requests based on the fact that this is sofware the processes RNA-seq data. However, this is simply open source software; it doesn't touch on biological experimentation or
design in any way, and the request that I am making of it is entirely a request to help design an improved variable selection and statistical inference approach to a well-characterized
high-dimensional inferece problem. In this case, the guards are being incredbly over-sensitive, and preventing me from using the model at all (even during planning). How can I fix this issue or
request exemption for this use case?
