"Output blocked by content filtering policy" During Code Refactoring

Bug Description
I'm getting "Output blocked by content filtering policy" when asking Claude Code to refactor my open source WebSocket library from ES3 to ES6 conventions. I can't imagine what on earth Claude would be trying to do during that task that would trigger a content filtering policy!
