Add a way to disable input-box hints/tips

The rotating hints/tips shown in the input box (prompt suggestions) are distracting during focused work. Please consider a simpler, more discoverable toggle for this (currently promptSuggestionEnabled in settings.json works, but it's not surfaced via /config or documented well).
