[Bug] Anthropic API Error: CVP-enrolled account blocked on Claude Sonnet 5 despite safeguards adjustment

Bug Description
I received email confirmation that my account is already enrolled in CVP with adjusted safeguards. I only have one organization ID, there is no separate personal workspace or newly created org, so the org-mismatch explanation in that email doesn't apply to my case. Still getting blocked on Sonnet 5 in Claude Code under the same account. Two recent request IDs: req_O11CcaciLbmmYGFbRCMTyWsR, req_O11CcaYuLfao3bXKhASqxdGe.
