[Bug] Claude Code usage limits metered separately per surface on same account

Bug Description
Claude Code's 5-hour usage limit appears to be metered separately per surface on the SAME account. Desktop app Claude Code (Cowork/VM, v2.1.181) reports "hit your 5-hour limit," while the terminal CLI (v2.1.177) keeps working normally at the same time. Both are signed into the same Team org (org ID 28fdbd1e-8bfc-4e67-847e-56c4d3c341a6, tucker@archiveresale.co, team_standard seat, prepaid, no API key in use). I confirmed the org UUID is identical in both clients.

Expected: one shared usage window across Claude Code on a single account. Actual: independent windows — desktop capped, CLI has headroom.

Questions: (1) Is desktop (Cowork/VM) usage metered separately from the terminal CLI by design? (2) How are the 5-hour limits split across surfaces, and where do I see each window's reset time? (3) Recommended path to avoid the cap for heavy use (e.g., API billing), and does it need admin action? Env: macOS (Darwin 25.5.0).
