[Bug] Intermittent "No response from API" errors on Linux requiring automatic retry

Bug Description
Intermittent "No response from API" errors in Claude Code CLI v2.1.183 on Linux that resolve after automatic retry but significantly slow down performance.
When it started:
Mid-session on June 19, 2026 (yesterday afternoon)
Additional details:
Platform: Linux (native install)
Version: 2.1.183
Error resolves on automatic retry but causes noticeable slowdown
Network connectivity confirmed working (curl to api.anthropic.com returns expected 404)
No firewall or VPN in use
/doctor shows healthy installation
