At this point we've exhausted everything that can be done from your end. This is a 2.1.170 bug and you need Anthropic to either fix it or give you a way to downgrade.
File the bug report now at github.com/anthropics/claude-code/issues with:

Title: Claude Code 2.1.170 — no_response on all sessions, query iterator completes instantly, Windows 11 Pro 25H2
Version: App 1.12603.1, Claude Code 2.1.170
OS: Windows 11 Pro 25H2 (26200.8655)
Error pattern: CCD CycleHealth unhealthy cycle, hadFirstResponse=false, reason=no_response on every session
Attach: this main.log

Also post in the GitHub issue asking if there's a way to pin or downgrade to the previous version of the claude.exe binary — that's the only remaining workaround short of a patch.
