[FEATURE] Escalation request: end-user KYC pathway for Fable eligibility review

Problem Statement
Fable has a US national / eligibility compliance issue. Without a clear verification pathway, legitimate users may be overblocked even where the underlying issue could be resolved by confirming the customer's identity and eligibility status.
Proposed Solution
Please route this to the Anthropic policy, Trust & Safety, compliance, or product support team that can evaluate an end-user KYC pathway.
Use of Fable would require affected customers/users to submit government ID and complete identity verification through a secure KYC provider or Anthropic-approved process. Anthropic could use that verified outcome to approve, deny, or further review the relevant account, workflow, use case, or access path.
Alternative Solutions
I am also submitting this through Anthropic support and usersafety@anthropic.com. The current alternative is manual support escalation, but that does not create a repeatable compliance-grade pathway for cases where the relevant fact is the end user's verified status.

Additional Context
This issue is only a request for the correct Anthropic team to evaluate whether verified end-user KYC can satisfy the applicable US national / eligibility requirement for Fable's use case.
