[Bug] Claude Code agent skipping skill file reads despite instructions to read them

Bug Description
I litterally told the model You are too often skipping to read skills which makes you break our rules and waste a lot of time and
tokens.
I want us to work with this.
First of all - add to @.claude/commands/start-work.md that "Our skills contain important rules and
pointers for our architecture. You will be asked to present what skills you have used during the
developemnt, so there is no use to skip reading skills to save time. If you have failed to read skills,
you will be forced to go back and review your work which will take much longer time."

Then to @.claude/commands/done-yet.md (as close to the top as possible). "Present to the operator what
skills you have read. Then do an honest (don't lie or create a word sallad) assessment if you have
skipped any skill that you should have read. If you have skipped skills you will tell the operator the
consequences (don't lie or create a word sallad) and suggest you go back and review/update the code".

AND THE FIRST THING IT DOES IS SKIPPING TO READ SKILLS!!! The skills functionality is useless.
