[Bug] Model downgraded to Opus during security checks blocking security vulnerability analysis

Question

**Bug Description**
Fable downgraded to Opus when running a security check.  It is one thing to block attempts to subvert security, it is another to block telling me how to fix security holes unless the goal is leave security holes intentionlly out there.
