[BUG] Claude Code, at least when using Opus 4.8, refuses to respond to anything, due to Usage Policy violation

What's Wrong?

Claude Code, at least when using Opus 4.8, refuses to respond to anything, due to Usage Policy violation.

I filled the form and obtained an exemption already... Still, AUP blocks literally everything!
