[Feature Request] Support for Kubernetes/RKE2 deployment orchestration workflows

Bug Description
I can't even use Fable for orchestrating a deployment with kubernetes to RKE2 clusters...that is kinda messed up. I'm literally triaging a homelab cluster deployment and improving code to help Rancher via Open Source.
