[Feature Request] API rate limiting throttling for multi-session orchestration workflows

Bug Description
I have designed a custom orchestrator that deploys claude code sessions (subagents but with more features, control, audability etc) I keep hitting API rate limiting errors! I think this is a valid use case for Claude Code, if not please let me know. If it is valid, please change this API behaviour.
