[Feature Request] Agent should elaborate and explain plans in chat instead of referencing external files

Bug Description
the agent does not elaborate in chat anything - it asks me about plans that I don't know, haven't seen, I need to look for files somewhere to see if the plan it discusses (B, C, split) is mentioned or explained there. feels like an execution agent more than a collaborative agent. and we're in plan mode.
