[BUG] Claude Button Disappears When Files Close

What's Wrong?

Installed the Claude Code for VSCode extension in the current VSCode IDE (v1.122.1).
With no files open, the Claude button is NOT available to press.
I have to actively open a file just to get the Claude button to present, so I can press it.

Meaning: If I have my solution open, without an actual open file in the IDE, then I am NOT able to open the Claude window, as the button is not available.

What Should Happen?

The Claude button should be available, regardless of an open file in the IDE.

Error Messages/Logs

No relevant error messages.

Steps to Reproduce

Open VSCode.
Note the Claude button is accessible while the Welcome page is open.
Close the Welcome page.
Note the Claude button is no longer accessible once the Welcome page is closed.
The same goes for any file open in the IDE.
Once the last file is closed, the Claude button is no longer accessible.
