I’m reporting a possible account-state / appeal-flow issue affecting Claude Code / Claude Max onboarding.

After moving from a personal Claude account to an official business Google Workspace account for my company, I subscribed to Pro, upgraded to Max, and submitted a Cyber Verification Program application for legitimate, authorized cybersecurity work.

Shortly after, the account was restricted and the Max upgrade was automatically refunded. The account still appears accessible as a Free account, but the paid plan / Claude Code Max access appears interrupted.

The main technical issue: the recommended appeal URL, https://claude.ai/restricted, redirects me to https://claude.ai/new while logged into the affected account, so the normal appeal path does not work.

This blocks Claude Code usage and makes it unclear whether the account is restricted, free-only, or in another inconsistent state.

When an account is restricted, https://claude.ai/restricted should show the account restriction details and/or the appeal flow for the logged-in account.

If the account is not considered restricted anymore, the billing / Claude Code / Max state should reflect that clearly.

The user should not be redirected to https://claude.ai/new without any explanation while the account has received a restriction email and the paid plan was refunded.

No CLI stack trace is available because this appears to be an account-state / web redirect issue rather than a local Claude Code runtime error.

Observed behavior:

* Received an account restriction/suspension email.
* Max upgrade was automatically refunded.
* Account still appears accessible as Free.
* `https://claude.ai/restricted` redirects to `https://claude.ai/new` while logged into the affected account.
* Anthropic support confirmed through Intercom that an alternative Google Form appeal path was needed because the restricted page did not work for this account.

Steps to Reproduce

  1. Log into the affected Claude account.
  2. Open https://claude.ai/restricted.
  3. Observe that the page redirects to https://claude.ai/new.
  4. No appeal flow, restriction details, or account-state explanation is shown.
  5. The account remains accessible as Free even though a restriction email was received and the Max upgrade was refunded.

This is not a request to bypass Trust & Safety or reverse an account decision through GitHub.

I already submitted the official Account Ban Appeal through the alternative Google Form after Anthropic support confirmed it was the correct fallback path.

I am reporting the redirect behavior because the documented/recommended restricted-account flow did not work for this account.

Public company context:

I can provide the affected account email, Intercom conversation ID, appeal confirmation, and redacted evidence privately if an Anthropic maintainer requests it.
