[BUG] Usage limit reached unexpectedly after 429 rate limit errors

"Please review my usage consumption for this session. I'm experiencing the known issue where 429 rate limit errors consume quota disproportionately. If this is confirmed, I'd request a usage credit."

Steps to Reproduce

Environment: Claude Code (Mac)
Model: Sonnet 4.6
Plan: [Pro/Max - whatever yours is]

1. Open Claude Code with ~67% quota remaining
2. Make edits to React component in KARAF Golf app
3. Hit 429 "Server is temporarily limiting requests" error
4. Click "Try again" or allow auto-retry to occur
5. Repeat steps 2-4 multiple times over ~5 minutes
6. Dashboard still shows 33% available
7. Next request blocked: "Usage limit reached"
