[Bug] Anthropic API Error: Repeated Server-Side Rate Limiting Causing Session Loss

Bug Description
Repeated server-side rate limiting ("Server is temporarily limiting
requests (not your usage limit) · Rate limited") — 6 occurrences in the
last hour. Each one kills an in-flight turn and loses session progress.
This is capacity throttling, not my plan's usage cap. Requesting (a) a
look at why this is recurring for my account/region, and (b) usage credit
for the lost work.
