[Bug] Anthropic API Error: Server-side rate limiting without retry guidance

Question

**Bug Description**
Frequent "Server is temporarily limiting requests (not your usage limit) ·
  Rate limited" errors are blocking my workflow on a paid plan. These are
  server-side rate limits, not my usage limit, yet they interrupt work
  repeatedly with no clear retry guidance. Please improve server-side
  capacity/backoff handling and surface an estimated retry time. This is
  severe enough that I'm considering switching tools.
