[Bug] Rate limit error causes disproportionate quota consumption

Bug Description
ok i can be happily using claude in 3 cli sessions just fine and my weekly limit just barely moves. then i get one of these   ⎿  API Error: Server is temporarily limiting requests (not your usage limit) · Rate limited.... and my weekly consumption jumps by like 20% all in one shot and my sessions halt. i can't work this way. something is incorrectly eating a huge chunk of my weekly quota when that error hits
