[BUG] the reset time stopped appearing in the notification is a UI regression

What's Wrong?

Claude no longer shows the usage reset time so we don't know when to expect the reset so work can resume

What Should Happen?

display the actual reset time

there is no error message, just a feature that has disappeared

this only happens when usage limit is reached; no message
