[Bug] Rolling usage window resets abruptly instead of decreasing gradually

Question

**Bug Description**
my rolling usage window isn't working correclt. It was pegged at 100% for the 4 hour window, and then reset to 0 when it reached the reset time. That isn't how a rolling usage window should work. I would expect to see it go down gradually, so that I could continue working within that time.
