[BUG] Claude Code Usage Limits Consumed Automatically Without Any Usage

What's Wrong?

Description

Claude Code usage limits are being consumed automatically even when there is no activity on my account. The issue occurs immediately after the limits reset, making the service unusable. and i have verified that all devices are logged out and no tasks are running.

Steps to Reproduce
Wait for Claude Code usage limits to reset.
Do not submit any prompts or perform any activity.
Check the usage dashboard after a few minutes.
Expected Behavior

Usage limits should remain unchanged until actual Claude Code activity occurs.

Actual Behavior

Usage limits are consumed automatically despite no prompts being submitted and no activity on the account.

Frequency
Occurred 2–3 times within the last 24 hours.
Issue continues to reproduce consistently after usage resets.
Additional Details
A recent usage reset was fully consumed within approximately 10 minutes despite no usage.
My weekly limit was reset two days ago and is already showing 68% consumption without any activity.
Due to this issue, I am unable to use Claude Code because the available quota is exhausted before I can submit a single prompt.
Impact

This is a critical issue that prevents normal use of Claude Code and significantly affects productivity.

Request

Please investigate the account usage calculations, identify the cause of the unexpected consumption, and restore any usage that may have been incorrectly deducted.
