[Bug] Agent avoids Edit tools causing duplicate calls and rapid context exhaustion

**Bug Description**
Since yesterday's update, I've observed that the agent rarely uses the Edit tool and frequently makes redundant or duplicate tool calls. As a result, context windows and token budgets appear to be consumed much faster than before.

Workflows that could previously be completed within a single session now often require multiple sessions and still fail to complete correctly.

I suspect there may be a regression related to concurrent tool execution or tool-selection behavior.
