[Bug] Terminal UI freezes when Ctrl+O view exits during interactive prompt in plan mode

Bug Description
I was browsing Ctrl+O while Claude was doing a long-running plan in plan mode (It asked a design agent to draw up a design based on constraints, then it evaluated the agent's response). I was looking over Ctrl+O just to see the back and forth and intermediate thought process.

When I exited that view, Claude said "Before writing the plan, I want to confirm a couple of design decisions.", but the interface was just stuck at the "verb spinner" with nothing else. Hitting enter did nothing. I typed and entered "Test", and it queued that message. Finally, I hit Esc, which caused Claude to think that I refused to answer any questions. I told it to re-ask, and it asked me a series of design questions.

It seems the terminal interface can't handle this case where Ctrl+O is open when a question prompt is triggered.
