[BUG] CCR routine runs stuck at "setting up a cloud container" — stop button doesn't clear status

What's Wrong?
Describe the bug
Two scheduled routine runs got permanently stuck at "setting up a cloud container" and never progressed.
Hitting Stop on the individual session chat window did not update the status on the main routines page —
both still show as running. Honestly not sure if it's actually still running, or not.
Actual behaviour
Run hangs indefinitely at container setup. Stop button has no visible effect on the routines page status.
What Should Happen?
Run either completes or fails with an error within a reasonable timeout. Clicking Stop marks the run as
stopped.

Steps to Reproduce
- Trigger a routine run (either via scheduled cron or manual "Run now")
- Run stays at "setting up a cloud container" for 1+ hour with no progress
- Open the stuck run and click Stop
- Return to the routines page — run still shows as "running"
