[BUG] UI incorrectly shows Claude working

What's Wrong?

When having a chat in Claude Code, the visual element showing a counter for how long the agent is working never stops, only resets after it's completed work. It completed a task, I left, came back, and while it was not working on anything, the counter had continued for over an hour.

The spinning/counting indicator persisted after the assistant response completed
It didn't stop on its own
Session was in Claude Code on the web

What Should Happen?

The visual element showing the counter should go away

Error Messages/Logs

The spinning indicator sometimes lingers in the UI after a response; it's a display artifact, not a sign I'm still processing.

Steps to Reproduce

Chat with Claude Code in a single, long-standing persistent chat thread. Send many messages back and forth where it reasons with you and writes code. Notice visual element does not go away.
