Developer → Open Hardware Buddy… menu missing after enabling Developer Mode

Bug Description
The claude-desktop-buddy README documents a Developer → Open Hardware Buddy menu item for pairing BLE maker devices. After following the documented steps, this menu option does not exist.
Steps to Reproduce
- Open Claude Desktop app
- Enable Developer Mode via Help → Troubleshooting → Enable Developer Mode
- Look for Developer → Open Hardware Buddy in the menu bar
- The menu item does not appear
Expected Behavior
Per the claude-desktop-buddy README:
Enable developer mode (Help → Troubleshooting → Enable Developer Mode). Then, open the Hardware Buddy window in Developer → Open Hardware Buddy, click Connect, and pick your device from the list.
The Developer menu with Open Hardware Buddy should appear after enabling Developer Mode.
Environment
- Claude Code Desktop version: 2.1.149
- OS: Windows 11 Pro
Additional Context
The feature is documented with screenshots in the repo (docs/menu.png), suggesting it should exist. Possible causes:
- Feature not yet shipped to Windows
- Developer Mode toggle not properly enabling the menu
- Menu placement differs on Windows vs macOS
