What's Wrong?

That confirms it — NXDOMAIN means the domain plugins.claude.ai doesn't exist in DNS at all (even using Google's DNS server 8.8.8.8), so this isn't a local cache issue on your Mac. It's on Anthropic's side.
This is the exact bug reported in those GitHub issues. At this point your options are:

File a bug report at github.com/anthropics/claude-code/issues — mention the NXDOMAIN result, macOS, Pro plan, and link to issue #51605. The more people who report it, the faster it gets prioritized.

What Should Happen?

I should be able to select 'personal plugins' and add personal plugins.
