[BUG] VS Code Extension - No Custom Spinner Verbs

What's Wrong?

Using the VS Code Extension, it does not take 'spinnerVerbs' or 'spinnerTipsOverride' settings into consideration

What Should Happen?

Claude suddenly starts showing Skyrim/Oblivion quotes

Steps to Reproduce

Create a claude setting file either in the local project or global, add some spinnerVerbs, open up VS Code and Extension and trigger a command - the default spinnerVerbs still show.
