[Feature Request] Per-session opt-in for quality surveys instead of global toggle

Bug Description
I'd be happy to participate in session quality surveys if I could opt in per session rather than globally. Right now, once I enable surveys, they appear in every session. A per-session prompt would let me choose when to participate without disabling the feature entirely.
