[Bug] Anthropic API Error: Rate limit exceeded - counter decremented and charged despite failed ultrareview

Bug Description
Remote ultrareview crashwed with server-side rate-limit error before producing or psting findings; counter still decremented from 3 to 2 and I was charged for this ultrareview
