BUG: Image Upload with gibberish Blocked by Anthropic Usage Policy Violation

Bug Description
I pasted an image of our app trying to debug something with typing attributes in a NSTextView (just gibberish, keyboard smash) and it came back with a 'Usage Policy Violation' message ! There was absolutely nothing within the image other than meaningless characters such as 'qwefjkhqwekjh kjqewhd'.
