[BUG] Usage meter spike from 0% to 82% after a single message – Claude Pro (web + Claude Code)

What's Wrong?

Usage jumped from 0% to 82% after sending only 1 short, routine message on Claude.ai web.
Claude Code also immediately shows: "You've hit your org's monthly usage limit"
despite having just started a fresh session.

This has been occurring consistently since approximately April 27–28, 2026.
Latest recorded incident: April 30, 2026 at 9:12–9:14 PM (GMT+7) — confirmed
with screenshots (attached below).

What Should Happen?

Usage should increment gradually based on actual token consumption.
A single short message in a routine workflow should consume a small, proportional
percentage of the session limit — not 82% of the entire allowance.

Error Messages/Logs

Claude Code error: "You've hit your org's monthly usage limit"

Steps to Reproduce

1. Open claude.ai/settings/usage — confirm Current Session shows 0% used
2. Open a new chat on Claude.ai (web)
3. Send a single, short routine message (no attachments, no extended thinking,

no special features enabled)

1. Immediately check claude.ai/settings/usage again
2. Observe: Current Session usage has jumped to ~82% within 2 minutes

later, after sending exactly 1 message. (attached)
