[BUG] Organization plugins not available in Desktop Code tab

What's Wrong?

Description:
Third-party plugins configured in /Library/Application Support/Claude/org-plugins/ appear in Cowork but not in Claude Desktop's Code tab.

Environment:

• Claude Desktop version: 1.4758.0 (fb266c) 2026-04-24T20:22:30.000Z
• OS: macOS
• Setup: Third-party Claude Code integration with org-plugins

What Should Happen?

Expected behavior:
Organization-level plugins should be available in Desktop's Code tab, same as in Cowork.

Actual behavior:
Plugins configured in org-plugins/ only appear in Cowork, not in Desktop Code tab.

Steps to Reproduce

1. Configure third-party plugins in /Library/Application Support/Claude/org-plugins/
2. Open Claude Desktop
3. Check Code tab — plugins don't appear
4. Check Cowork — plugins appear correctly

Additional context:
Documentation states org-plugins should work across surfaces, but Desktop Code tab doesn't inherit this configuration.
