[BUG] Usage being drawn from main Claude Pro subscription instead of Extra Usage balance

What's Wrong?
Bug Report: Usage being drawn from main Claude Pro subscription instead of Extra Usage balance
Describe the bug
Despite having Extra Usage enabled and funded ($20 balance), OpenClaw requests are being attributed to my main Claude Pro subscription limits instead of the Extra Usage pool.
Expected behavior
As per Anthropic's April 4, 2026 policy, third-party harness usage should draw exclusively from the Extra Usage balance, not the main subscription.
Actual behavior
Usage is being drawn from the main Claude Pro subscription limits, leaving the Extra Usage balance untouched.
Steps to reproduce
- Have an active Claude Pro subscription
- Enable and fund Extra Usage ($20 in my case)
- Connect Claude account to OpenClaw via OAuth
- Run any request through OpenClaw
- Check usage — main subscription limits are decremented instead of Extra Usage balance
Environment
- Claude Plan: Pro
- Extra Usage: Enabled, $20 funded
- Date: April 22, 2026 (post-enforcement date)
Additional context
Contacted Anthropic support and was unable to get resolution — ticket was closed without the issue being addressed. Unsure if this is an OpenClaw-side routing issue or an Anthropic API-side attribution issue, but flagging here as a starting point.
