RFE: add retry support to Fetch tool

Hey, I notice sporadic and transient failures when using the Fetch tool. I think a little hardening is all it needs. The fallback to web search is slower and likely less accurate than successfully hitting the first page it tries.

This is a long way of asking for exponential backoff for GETs in Fetch.
