API Error about extra usage shown every time a skill is invoked (Max plan)

Bug

Every time I invoke a skill (slash command), I get a red API error banner about extra usage credits. I'm on the Max plan — this shouldn't be happening.

Reproduction

1. Be on the Max plan
2. Invoke any skill (e.g. /commit, /backlog-app-development-pipeline, or any custom project skill)
3. Red error banner appears at the top about extra usage

Expected behavior

Skills should invoke without API errors on the Max plan.

Actual behavior

A red error banner appears every skill invocation. The skill still runs, but the error is distracting and shouldn't be shown.

Environment

• macOS (Darwin 25.4.0)
• Claude Code CLI
• Max plan subscriber
• Model: Claude Opus 4.6
