[Bug] Anthropic API Error: 400 Invalid Request - Out of Extra Usage Despite Low Session/Weekly Usage

Bug Description
I cannot use the tool on terminal error I am seeing is API Error: 400 {"type":"error","error":{"type":"invalid_request_error","message":"You're out of extra usage. Add more at claude.ai/settings/usage and keep
