[BUG] Told I'm at my limit despite low usage (2% session, 23% weekly)

What's Wrong?

Twice today I started a planning session in Claude Code and was told I was at my limit before anything was completed. My usage page showed ~2% current session and ~23% weekly usage at the time. Extra usage balance was untouched (£37.50).

I'm on a paid plan. The error message implied I'd hit my plan limit, but my usage dashboard showed plenty of capacity remaining.

Expected: Should be able to continue using Claude Code when usage is well under limits.

What Should Happen?

I should be able to use Claude Code normally when my usage is well below limits. With 2% session usage and 23% weekly usage, I should not receive any limit-reached errors or be blocked from continuing a conversation.

Steps to Reproduce

I tried twice today to make a plan and twice it ran for a minute then read I was past my limit. As if I has gone past the 5hr limit
